10 Should Leading to Shall

Malcom Williams 8:10 AM 2013.03.09 I know this is off topic for this thread but I think anyone who owns more than 2 houses should donate them 2 victims of Hurricane sandy. How was that for helping your fellow Americans?

Malcom Williams- do you advocate voluntary donations or do you favour the use of up-to-lethal-force backed declarations by folks who presume to regulate the lives of other folks? 

I get that folks who write 'should' support such regulation of lives. The opinion of those who write 'should' influences regulators to say 'shall' through their up-to-lethal-force backed declarations. I get that folks who write 'should' see lives as resources that someone must manage because managing lives is a moral act. Are you one of those folks who think this way? 

I would have stressed that I thought that folks who had property could voluntarily make such donations, recognising that some folks get their living expences from several house rentals.
